§ 8.1. Plat fees.

  • (a)

    At the time preliminary subdivision plats are submitted, the following fees shall be due and payable:

    (1)

    Residential two (2) lot plats: Three hundred thirty-six dollars ($336.00).

    (2)

    Residential three (3) to five (5) lot plats: Eight hundred forty dollars ($840.00) plus one hundred sixty-eight dollars ($168.00) per lot.

    (3)

    Residential six (6) or more lot plats: One thousand one hundred eighty-eight dollars ($1,188.00) plus seven dollars ($7.00) per lot after the first five (5) lots.

    (4)

    Nonresidential plats: One thousand one hundred eighty-two dollars ($1,182.00) plus fifty-one dollars ($51.00) per lot.

    (5)

    As an exception to the above, there shall be no preliminary subdivision review fee for residential lot plats in the AG-1 and AG-2 Agricultural Districts where standard conditional use permit fees have been paid.

    (b)

    At the time construction plans are submitted, the following fees shall be due and payable from the effective date of this ordinance [July 1, 2014]:

    Area of proposed land disturbance Fee
    Greater than or equal to 2500 SF and less than 1 acre $900.00
    Greater than or equal to 1 acre and less than 5 acres $1,000.00
    Greater than or equal to 5 acres and less than 10 acres $1,333.00
    Greater than or equal to 10 acre and less than 50 acres $2,847.00
    Greater than or equal to 50 acres and less than 100 acres $5,877.00
    Greater than or equal to 100 acres $7,560.00
    Stormwater Management Review fees as required by Section 1-33 of the Stormwater Management Ordinance [Appendix D].

     

    (c)

    At the time of final subdivision plats are submitted, the following fees shall be due and payable from the effective date of this ordinance [July 1, 2014]:

    (1)

    Residential two (2) lot plats: Three hundred thirty-six dollars ($336.00), if not submitted as a preliminary plat.

    (2)

    Residential three (3) to five (5) lot plats: Eight hundred forty dollars ($840.00) plus one hundred sixty-eight dollars ($168.00) per lot, if not submitted as a preliminary plat.

    (3)

    Residential six (6) to fifty (50) lot plats: One thousand one hundred eighty eight dollars ($1,188.00) plus seven dollars ($7.00) per lot after the first five (5) lots, if not submitted as a preliminary plat.

    (4)

    Residential six (6) or more lot plans: Five hundred ninety-four dollars ($594.00) plus eight dollars ($8.00) per lot after the first five (5) lots, if submitted as a preliminary plat.

    (5)

    Nonresidential plats: One thousand one hundred eighty-two dollars ($1,182.00) plus fifty-one dollars ($51.00) per lot, if not submitted as a preliminary plat.

    (6)

    Nonresidential plats: Five hundred eighty-two dollars ($582.00) plus fifty-four dollars ($54.00) per lot, if submitted as a preliminary plat.

    (d)

    If an applicant, at any time during subdivision review, submits a review, submits a revised plan or portion thereof, field change or makes a change to the plan under review not at the request of the City of Virginia Beach, such revision shall be accompanied by a fee of one hundred sixty-eight dollars ($168.00) per sheet that is revised or changed.

    (e)

    If a subdivision plat does not create a greater number of lots, such plat when submitted shall be accompanied by the following fees:

    (1)

    Residential plat: Eighty-four dollars ($84.00).

    (2)

    Nonresidential plats: Three hundred thirty-six dollars ($336.00).

    (3)

    Amended because of error or omission: Eighty-four dollars ($84.00).

    (f)

    When a plat is submitted encompassing land within a community development target area, no plat fee shall be due from property owners who qualify as low and moderate income as determined by the secretary of housing and urban development or by the Virginia Housing Development Authority under one or more of their rental assistance or homeowner mortgage programs. Through agreement with the city, waiver of plat fees may also be provided to builders who are building under the aforementioned programs for low and moderate income families.

    (g)

    All fees shall be payable to the city treasurer.

    (h)

    At the time easement or dedication plats are submitted a review fee in the amount of eighty-four dollars ($84.00) shall be required.
